New Landlord Database: Rollout Starts December 2026

Private landlords will soon be required to register under the Government's new landlord database, introduced as part of phase two of the Renters' Rights Act. The rollout begins in December 2026, region by region over 12 months, and landlords will have three months to comply once registration opens in their area. The fee is expected to be £65 per property, per year.

What this means for landlords: the new Register Your Property Service will apply to landlords of homes let under assured and regulated tenancies, including both existing tenancies and new tenancies created during the rollout period. At present, empty properties being advertised to let are not expected to require registration, although this is likely to change in future, with landlords expected to need a registration number before marketing a property. Agents cannot complete the registration on a landlord's behalf — each landlord is responsible for registering their own properties directly. Failure to register could lead to civil penalties of up to £7,000, rising to £40,000 for repeated or ongoing breaches, so landlords should begin preparing now by reviewing property details, tenancy records and safety documentation. Final guidance is still expected from Government, but landlords are likely to need the details listed below. Separately, the Government has announced plans to give the Valuation Office Agency (VOA) a larger role in resolving rent disputes: challenges to Section 13 rent increases would move from the First-tier Tribunal to the VOA, aiming to speed up decisions and ease pressure on the tribunal system. This change is expected to take around two years to introduce.
